The revised letter from the Technology Committee will be attached.&lt;b&gt;  TREASURER&amp;rsquo;S REPORT&lt;/b&gt;  It was moved and seconded by Beth Donnelly and Shelley Leabch to approve the final Budget for 2009-10, with the exception that the Kindergarten class have an additional $300 allowed for the art experience this year. This experience already had a signed contract from last school year.&lt;b&gt;  TEACHER REPORT&lt;/b&gt;  Guidelines provided to grade levels regarding PTSA funds would be helpful for each lead grade level teacher to allow appropriate allotment of their budget. Joan Gossman will work to get this included.&lt;b&gt;  ADMINISTRATOR REPORT&lt;/b&gt;  Security issues were again reinforced. Parents are reminded to pick up in the front only. Individual school board members made visits to Oak Hill to speak with staff and administration about the possible move for Sixth Grade to South Junior High School. The decision will be made at the 10-22-09 meeting.&lt;b&gt;  PRESIDENT&amp;rsquo;S REPORT&lt;/b&gt;  The Bike Rodeo will be rescheduled for next spring, possibly April. Planning needs to start soon for Last Blast Picnic. And final details for the evening PTSA meeting on 11-16-09 were discussed. Dr. Tammy Sulik will be speaking on temperaments and parenting. A review of PTSA activities, budget, and needs will start the meeting at 6:30 pm with Dr. Sulik&amp;rsquo;s talk beginning at 7:00 pm. Bingo for children will be provided.&lt;b&gt;  WAYS AND MEANS REPORT&lt;/b&gt;  Chip Shoppe final numbers not back yet. Spirit wear vendor is close to sending out order forms. Dine for Donations continues to be supported well by the community. Smencil sales will continue.&lt;b&gt;  SECRETARY&amp;rsquo;S REPORT/ VOLUNTEER COORDINATOR REPORT&lt;/b&gt;  All classes have room parents. There are 161 members paid, 45 are teachers/staff. List to be published in Acorn. The volunteer book is being kept at school. The volunteer coordinator position is still open.&lt;b&gt;  ACORN REPORT&lt;/b&gt;  It has been requested by members of the board to publish a list again of paid PTSA members. Conservation of paper for flyers by local businesses participating in Dine for Donations was discussed. Currently two businesses require the flyer be brought in. Their goal for 2009-2010 year is $11,000.&lt;/h3&gt;  &lt;h3&gt;  Noel Kern noted that they had found a printer who will print their flyers and garage sale signs for a lower cost. &lt;/h3&gt;  &lt;h3&gt;  The Technology Committee as a whole agreed that they would like to keep open communications between their committee and the PTSA Board. Everyone present agreed that open communication is best for the students and the school.&lt;/h3&gt;  &lt;h3&gt;  Linda Hollenkamp and Carol Ramler said they would be able to attend PTSA Board meetings as representatives of their committee. The e-mail also asked them to sign up for &amp;ldquo;Guest Scoopers&amp;rdquo; on Dine for Donation night at Cold Stone and/or work our Fall Festival on Sept 29th.&lt;br&gt;Tina Piper requested each grade to have a representative that the PTSA can contact with any grade-level related issues. Tina Piper will give us this list upon receipt.&lt;br&gt;Tina Piper had requested help from the PTSA to get a projector for one of this year&amp;rsquo;s new classrooms. However, Oak Hill staff were able to take care of this issue.&lt;br&gt;&lt;b&gt;Administrator&amp;rsquo;s Report&lt;/b&gt;&lt;br&gt;Chris Blauer asked us to consider distributing the Acorn newsletter every other week instead of weekly. She stated that the office copier was tied up for approximately 30 minutes every week to print the newsletter as well as all the paper that was used. Joan Gossman stated that Oak Hill had tried to go paperless with the Acorn as well as printing every other week in the past and ended up going back to weekly because of complaints. It was determined that we will keep printing it weekly at this time.&lt;br&gt;　&lt;b&gt;President&amp;rsquo;s Report&lt;/b&gt;&lt;br&gt;Shelley Meyer-Leabch made a motion to postpone the Technology Committee donation letter, set up a meeting between the Technology Committee and the PTSA Board to discuss their agenda, and to restructure the donation letter if the Board votes to send it out. Jana Gulati seconded the motion.&lt;br&gt;Bike Rodeo is scheduled for Oct 3rd 10-12. The Boy Scout troup will handle everything. The PTSA will sell refreshments at the event. Carissa Capistrant, Shelley Meyer-Leabch, Jana Gulati, and Suzanne Steman stated they would be able to handle the sales. Suzanne Steman made a motion to make a two-sided flyer for September 24th Acorn. One side will announce Fall Festival and the other will announce the Bike Rodeo. The next Fall Festival Committee meeting will be Sept 22nd 12:30pm. We are very excited to work towards achieving this goal. (See State Bylaws, Article VI, section 13)&lt;b&gt;  # Section 2. &lt;/b&gt;A local unit not meeting any part of the criteria stated in Article V, section 1 may be considered a unit not in good standing by the Minnesota PTSA, and may be subject to withdrawal of its charter.&lt;b&gt;  ** Section 3. &lt;/b&gt;This PTSA shall adopt such bylaws for the government of the organization as may be approved by the Minnesota PTSA. Such bylaws shall not be in conflict with the Bylaws of the National PTA or the bylaws of the Minnesota PTSA.&lt;b&gt;  ** Section 4.&lt;/b&gt; This PTSA shall keep such permanent books of account and records as shall be sufficient to establish the items of gross income, receipts, and disbursements of the organization including, specifically, the number of its members, the dues collected from its members, and the amounts of dues remitted to the Minnesota PTSA. Such books of account and records shall at all reasonable times be open to inspection by an authorized representative of the Minnesota PTSA or, where directed by the committee on State and National relationships, by a duly authorized representative of the National PTA.&lt;b&gt;  ** Section 5. &lt;/b&gt;The charter of this PTSA shall be subject to withdrawal and the status of such organization as a PTSA unit shall be subject to termination, in the manner and under the circumstances provided in the bylaws of the Minnesota PTSA. (See State Bylaws, Article VI, section 17 and Article XVIII, Section 5).&lt;b&gt;  ** Section 6. &lt;/b&gt;This local PTSA is obligated, upon withdrawal of its charter by the Minnesota PTSA:&lt;br&gt;&lt;br&gt;To yield up and surrender all of its books and records and all of its assets and property to the Minnesota PTSA or to such agency as may be designated by the Minnesota PTSA, or to another local PTA/PTSA organized under the authority of the Minnesota PTSA;&lt;br&gt;To cease and desist from the further use of any name that implies or connotes association with the National PTA or the Minnesota PTSA or status as a constituent organization of the National PTA; and &lt;br&gt;To carry out promptly, under the supervision and direction of the Minnesota PTSA all proceedings necessary or desirable for the purpose of dissolving such local PTA.&lt;b&gt;  ** Section 7.&lt;/b&gt; This PTSA shall collect dues from its members and shall remit a portion of such dues to the Minnesota PTSA as provided in Article VI, Section 6..&lt;b&gt;  ** Section 8. &lt;/b&gt;Only members of a local PTA/PTSA who have paid dues for the current membership year may participate in the business of that association.&lt;b&gt;  ** Section 9. &lt;/b&gt;The members of the nominating committee for officers of a constituent organization shall be elected by the membership, Board of Directors/Managers, Executive Board, or Executive Committee.&lt;b&gt;  ** Section 10. &lt;/b&gt;Each local PTA/PTSA shall include in its bylaws provisions of the bylaws of the National PTA (double star **) and the Minnesota PTSA (Pound sign #). &lt;b&gt;  # Section 11. &lt;/b&gt;Local PTA/PTSA units must have a minimum of twenty (20) paid memberships to remain a branch of the Minnesota PTSA and the National PTA.&lt;b&gt;  # Section 12.&lt;/b&gt; Local PTA/PTSA units shall elect officers for the following school year and submit their names to the Minnesota PTSA Office before June 15.&lt;b&gt;  # Section 13. &lt;/b&gt;A local PTA/PTSA may disaffiliate or dissolve from the Minnesota PTSA and National PTA and conclude its business in the following manner:&lt;br&gt;The Executive Committee or other body that, under its bylaws manages the business of the local PTA/PTSA shall adopt a resolution recommending that the local PTA/PTSA be dissolved and directing that the question of such dissolution be submitted to a vote at a special meeting of members having voting rights. Written or printed notice stating that the purpose of such meeting is to consider the advisability of dissolving the local PTA/PTSA shall be given thirty (30) days prior to the date of such meeting.&lt;br&gt;Written notice of the adoption of such resolution, accompanied by a copy of the notice of the special meeting of members, shall be given to the president of the Minnesota PTSA at least twenty (20) days before the date fixed for such special meeting of the members.&lt;br&gt;Only those persons who were members in good standing of the local PTA/PTSA on the date of the adoption of the resolution and who continue to be members in good standing on the date of the special meeting shall be entitled to vote on the question of dissolution.&lt;br&gt;Approval of dissolution of the local PTA/PTSA shall require the affirmative vote of at least two-thirds of the members present and entitled to vote at the special meeting. The required quorum is that established by the local unit bylaws.&lt;br&gt;Immediately upon adoption of a motion to disaffiliate or dissolve, the unit shall cease to be a PTA/PTSA. The Minnesota PTSA shall act immediately to withdraw the unit charter and the unit shall proceed to conclude its business according to charter withdrawal provisions in Article V, sections 5 and 6.&lt;b&gt;  # Section 14.&lt;/b&gt; The Minnesota PTSA shall have the authority to withdraw the charter of a defunct local unit or council. &lt;b&gt;  # Section 15. &lt;/b&gt;The Executive Committee (of the Minnesota PTSA) shall have the authority to withdraw the charter of a local unit or council which has not acted to dissolve or disaffiliate but which has become defunct. A local unit or council shall be considered to be defunct when all of the following occur:&lt;br&gt;No dues have been submitted to the Minnesota PTSA for a period of at least 18 calendar months despite requests and reminders&lt;br&gt;For a period of at least one year, there has been no president or vice-president or president-elect with whom the PTSA office is able to establish contact &lt;br&gt;There has been no official meeting of the unit or council for at least 18 months&lt;br&gt;There is no body of PTA/PTSA members belonging to that unit or council who can legitimately be seen to be acting on its behalf in order to follow the usual dissolution or disaffiliation process.&lt;br&gt;When a local unit or council seems to be defunct, the Executive Committee shall take such steps as it deems appropriate to verify the status of the unit or council. If the committee determines that the unit or council is, in fact, defunct, it shall proceed to withdraw the charter and conclude its business in the prescribed manner (See State Bylaws, Article XVIII, Section 5.)&lt;b&gt;  &lt;div align=&quot;center&quot;&gt;&lt;u&gt;ARTICLE VI - MEMBERSHIP AND DUES&lt;/u&gt;&lt;/div&gt;  &lt;div align=&quot;center&quot;&gt;&lt;/div&gt;  ** Section 1. &lt;/b&gt;Every individual who is a member of this PTSA is, by virtue of that fact, a member of the National PTA and of the Minnesota PTSA by which such local PTSA is chartered and is entitled to all the benefits of such membership.&lt;b&gt;  ** Section 2. &lt;/b&gt;Membership in PTSA shall be open, without discrimination, to anyone who believes in and supports the mission and purposes of National PTA.&lt;b&gt;  ** Section 3. &lt;/b&gt;This PTSA shall conduct an annual enrollment of members but may admit persons to membership at any time. &lt;b&gt;  ** Section 4. &lt;/b&gt;Each member of this PTSA shall pay annual dues as may be determined by the organization. The amount of dues shall include the portion payable to the state PTSA as determined by the state, and the portion payable to the National PTA as recommended by the board of directors and approved by a two-thirds (2/3) majority of the voting body at the National PTA Annual Convention.&lt;b&gt;  ** Section 5. &lt;/b&gt;Changes in the amount of the state portion of each member&amp;rsquo;s dues shall be recommended by the board of directors and approved by a two-thirds (2/3) majority of the voting body at the Minnesota PTSA Annual Convention.&lt;br&gt;&lt;b&gt;** Section 6. &lt;/b&gt;The state and national portions of the dues paid by each member of a local PTA/PTSA shall be set aside by the local PTA/PTSA and remitted to the Minnesota PTSA on a monthly basis.&lt;b&gt;  # Section 7. &lt;/b&gt;The Oak Hill Community School PTSA membership, in conjunction with the Minnesota PTSA membership year extends from July 1 through June 30. Local units shall establish their own membership year.&lt;b&gt;&lt;u&gt;  &lt;div align=&quot;center&quot;&gt;Article VII - Officers and Their Election&lt;/div&gt;&lt;/u&gt;  **Section 1&lt;/b&gt;. Each officer of the Oak Hill Community School PTSA shall be a member of the Oak Hill Community School PTSA. &lt;b&gt;  Section 2&lt;/b&gt;. Officers and their election. &lt;br&gt;(a) The officers of the Oak Hill Community School PTSA shall consist of the president, vice president, secretary, and treasurer. If there are no candidates that come forward for these offices, the Executive Board shall appoint qualified individuals. &lt;br&gt;(b) Officers shall be elected by ballot in the month of April. However, if there is but one nominee for any office, election for that office may be by voice vote. &lt;br&gt;(c) Officers shall serve one year terms, commencing on July 1, not to exceed two (2) consecutive terms in the same office.&lt;br&gt;(d) To be eligible to be president, the nominee shall have served the prior year as an Executive Committee/Board member (in any position). Exceptions shall be approved by a majority of the Executive Committee/Board. &lt;br&gt;(e) Upon taking office, all necessary name changes will be made for the incoming officer. Outgoing officers shall act in an advisory capacity for the incoming officers for the following six months. Specifically, the outgoing officers shall be available to assist the incoming officers with any matters pertaining to those offices as need be. The term of the advisory officer may be extended through mutual agreement of the officers in question. &lt;br&gt;(f) The only exception that may be made to the two-year maximum term for officers would be if no candidates are found to fill a position. In that event, if the incumbent agrees to continue in his or her office, the Executive Board may appoint the incumbent to continue in the office for an additional term. &lt;br&gt;(g) If a member of the Executive Board fails to fulfill their duties, follow prescribed timelines, perform in an ethical manner or puts Oak Hill Community School PTSA or Oak Hill Community School in a compromising situation, a special PTSA Executive Board meeting will be called by the president. This meeting can be requested with the approval of a quorum of the Executive Board. Following discussion, a vote will be taken at this meeting to determine whether or not to give formal notice to the board member in question that they are not fulfilling their duties. This vote shall require the affirmative vote of at least two-thirds of the members present. An action plan will then be developed by the Executive Board present which will define the concerns and establish the goals and timelines needed to be met by the board member in question according to the format established in Attachment &amp;quot;A&amp;quot; to these bylaws. The board member in question will then have 30 days to meet the goals identified on the action plan developed by the Board. At the end of the 30-day period, if the goals of the action plan are not met, the board member will be terminated from their position, and the Executive Board will appoint a new person to fill the position for the remainder of the term. &lt;b&gt;  Section 3&lt;/b&gt;. Nominating Committee. &lt;br&gt;a. There shall be a nominating committee composed of three (3) members who shall be elected by the Oak Hill Community School PTSA at a regular meeting no later than February 1. The committee shall elect its own chairperson. &lt;br&gt;b. The nominating committee shall nominate an eligible person for each office to be filled and report its nominees at the regular meeting in March, at which time additional nominations may be made from the floor. &lt;br&gt;c. Only those persons who have signified their consent to serve, if elected, shall be nominated for or elected to such office. &lt;br&gt;d. A nominating committee shall be formed by February 1. &lt;b&gt;  Section 4&lt;/b&gt;. Vacancies. A vacancy occurring in any office shall be filled for the unexpired term by a person elected by a majority vote of the Executive Committee/Board, notice of such election having been given. In case a vacancy occurs in the office of president, the vice president shall serve notice of the election. &lt;b&gt;&lt;u&gt;  &lt;div align=&quot;center&quot;&gt;Article VIII - Duties of Officers&lt;/div&gt;&lt;/u&gt;  Section 1&lt;/b&gt;. The president shall preside at all meetings of the Oak Hill Community School PTSA and of the Executive Committee/Board; &lt;br&gt;shall perform other such duties as may be prescribed in these bylaws or assigned to him/her by the Oak Hill Community School PTSA or by the Executive Committee/Board; &lt;br&gt;shall be a member ex-officio of all committees except the nominating committee; &lt;br&gt;shall coordinate the work of the officers and committees of the Oak Hill Community School PTSA in order that the Purposes may be promoted; and promote Oak Hill Community School PTSA leadership and programs. &lt;b&gt;  Section 2&lt;/b&gt;. The vice president shall act as an aide to the president and shall work closely with the president in all of the president&amp;#39;s duties. &lt;br&gt;The vice president shall perform the duties of the president in the absence or inability of that officer to act. &lt;b&gt;  Section 3&lt;/b&gt;. The secretary shall record the minutes of all of the meetings of the Oak Hill Community School PTSA and of the Executive Committee/Board; &lt;br&gt;shall have a current copy of the bylaws; &lt;br&gt;shall maintain a membership list; &lt;br&gt;and shall perform other such duties as may be delegated to her/him. &lt;b&gt;  Section 4&lt;/b&gt;. The treasurer shall have custody of all of the funds of the Oak Hill Community School PTSA; &lt;br&gt;shall keep a full and accurate account of receipts and expenditures; and, in accordance with the budget adopted by the Oak Hill Community School PTSA, &lt;br&gt;shall make disbursements as authorized by the president, Executive Committee/Board, or Oak Hill Community School PTSA. Checks shall be issued and signed by the treasurer for all properly approved check requests. &lt;br&gt;The treasurer shall present a financial statement at every meeting of the association and at other times when requested by the Executive Committee/Board and shall make a full report at the meeting at which new officers officially assume their duties. &lt;br&gt;The treasurer shall be responsible for the maintenance of such books of account and records as conform to the requirements of Article V, Section 7, of these bylaws. &lt;br&gt;The treasurer will also be responsible for obtaining any necessary fundraising licenses and filing the required reports with the licensing agency. All records should be passed on to the succeeding treasurer with a minimum balance as indicated in the treasurer&amp;rsquo;s handbook, in the account. &lt;br&gt;The treasurer shall be required to submit an annual financial report on or before July 1. The Executive Board has the option to request an annual audit of treasurer&amp;#39;s accounts. &lt;b&gt;  Section 5&lt;/b&gt;. All officers shall perform the duties outlined in these bylaws and those assigned from time to time. Upon the expiration of the term of office or in case of resignation, each officer shall turn over to the president, within seven (7) days, all records, books, and other materials pertaining to the office, and shall return to the treasurer, within seven (7) days delay, all funds pertaining to the office. &lt;u&gt;&lt;b&gt;  &lt;div align=&quot;center&quot;&gt;Article IX - Executive Committee/Board&lt;/div&gt;&lt;/b&gt;&lt;/u&gt;&lt;b&gt;  Section 1&lt;/b&gt;. The Executive Committee/Board shall consist of the officers of the Oak Hill Community School PTSA, the principal of the school, teacher representative, Volunteer Coordinator(s), the Ways and Means chairperson(s), and Acorn Editor. The teacher representative shall be chosen by the Oak Hill teachers to act as a liaison between the OHPTSA and Oak Hill teachers. He/she will work jointly with the Executive Board and team leaders to achieve greater teacher involvement in the PTSA. &lt;br&gt;The Ways and Means committee chairperson(s) shall be appointed by the officers of the OHPTSA. He/she will act as chairperson over the various committees organized to raise funds for the OHPTSA; explore opportunities for fundraising and make recommendations to the Executive Board; and will co-sign with the incoming President and Principal all fundraising contracts and will maintain updated copies of all contracts. He/she will take an active role as a member of the Executive Board and will perform other duties as may be delegated to him/her. &lt;br&gt;The Volunteer Coordinator(s) shall be appointed by the officers of the OHPTSA. He/she will compile lists of parent volunteers for the various activities, provide those lists to the activities chairpersons, and report volunteer hours at the end of the school year. He/she will meet with the activities chairpersons to deliver the folders for their events and will explain the procedures for submitting check requests to the treasurer and completing the report at the end of the event. The Volunteer Coordinator(s) will also follow up with the activities chairpersons to be sure that the folders are turned in at the end of the event. He/she will take an active role as a member of the Executive Board and will perform other duties as may be delegated to him/her. &lt;b&gt;  Section 2&lt;/b&gt;. The duties of the Executive Committee/Board shall be: &lt;br&gt;(a) to transact necessary business in the intervals between association meetings and such other business as may be referred to it by the Oak Hill Community School PTSA; &lt;br&gt;(b) to create standing and special committees; &lt;br&gt;(c) to approve the plans of work of the standing committee(s); &lt;br&gt;(d) to present a report at the regular meetings of the Oak Hill Community School PTSA;&lt;br&gt;(e) to select, if necessary, an auditing committee to audit the treasurer&amp;#39;s accounts;&lt;br&gt;(f) to form a budget committee consisting of past treasurer, current treasurer, Principal, and other interested persons; &lt;br&gt;(g) to prepare and submit to the association for adoption a budget for the year; &lt;br&gt;(h) to approve routine bills within the limits of the budget; and &lt;br&gt;(i). to perform other duties as determined by the Oak Hill Community School PTSA bylaws and as needs arise. &lt;b&gt;  **Section 3.&lt;/b&gt; A PTSA member shall not serve as a voting member of a constituent organization&amp;rsquo;s board at the local, council district, region, state or national level while serving as a paid employee of, or under contract to, that constituent organization. &lt;b&gt;  Section 4&lt;/b&gt;. At least eight (8) regular meetings of the Executive Committee/Board shall be held during the year, the time to be fixed by the committee at its first meeting of the year. A majority of the Executive Committee/Board members shall constitute a quorum. Executive Board meetings shall be open to all interested attendees, but only Executive Board members shall be eligible to vote. Special meetings of the Executive Committee/Board may be called by the president or by a majority of the members of the board. &lt;b&gt;  Section 5.&lt;/b&gt; Proxy voting shall not be allowed by the Minnesota PTA/PTSA or any of its constituent organizations.&lt;b&gt;&lt;u&gt;  &lt;div align=&quot;center&quot;&gt;Article X &amp;ndash; Regular Meetings&lt;/div&gt;&lt;/u&gt;  Section 1&lt;/b&gt;. At least one (1) regular (non-Executive Committee/Board) meeting of the Oak Hill Community School PTSA shall be held during the school year. Dates of meetings shall be determined by the Executive Committee/Board and announced at the first Executive Board meeting of the year. &lt;b&gt;  Section 2&lt;/b&gt;. Special meetings of the Oak Hill Community School PTSA may be called by the president or by a majority of the Executive Committee Board, seven (7) days&amp;#39; notice having been given. &lt;b&gt;  Section 3&lt;/b&gt;. Only Oak Hill Community School PTSA members shall be eligible to vote at regular meetings. &lt;b&gt;  Section 4&lt;/b&gt;. Four (4) Oak Hill Community School PTSA members in attendance shall constitute a quorum for the transaction of business in any general meeting of the Oak Hill Community School PTSA. &lt;b&gt;  #Section 5.&lt;/b&gt; Proxy voting shall not be allowed by the Minnesota PTA/PTSA or any of its constituent organizations. &lt;b&gt;&lt;u&gt;  &lt;div align=&quot;center&quot;&gt;Article XI - Committees&lt;/div&gt;&lt;/u&gt;  Section 1&lt;/b&gt;. Only members of the Oak Hill Community School PTSA shall be eligible to serve in any elective or appointive position. &lt;b&gt;  Section 2&lt;/b&gt;. The Executive Committee/Board may create such standing committees as it may deem necessary to promote the objectives and carry on the work of the Oak Hill Community School PTSA. The term of each chairperson shall be one year or until the selection of a successor. &lt;b&gt;  Section 3&lt;/b&gt;. The chairperson of each standing committee shall present a plan of work to the Executive Committee/Board for approval. No major committee work shall be undertaken without the consent of the Executive Committee/Board.&lt;br&gt;&lt;b&gt;Section 4&lt;/b&gt;. The power to form special committees and appoint their members rests with the Oak Hill Community School PTSA and the Executive Committee/Board. &lt;b&gt;  Section 5&lt;/b&gt;. The president and vice president shall be members ex-officio of all committees except the nominating committee. &lt;b&gt;  Section 6&lt;/b&gt;. Chair people of such functions will be responsible for presenting an updated report to the Executive Board at the close of their event. The chairperson will have two weeks after the event to prepare this report, and their report must be submitted at the next Executive Board meeting. &lt;u&gt;&lt;b&gt;  &lt;div align=&quot;center&quot;&gt;Article XII - Council Organizations&lt;/div&gt;&lt;/b&gt;&lt;/u&gt;&lt;b&gt;  #Section 1&lt;/b&gt;. Where there are three or more units within a school district, county or city, or in close proximity, these units may be authorized by the Minnesota PTA/PTSA to organize into councils for the purpose of conference, leadership training and coordination of the efforts of the local PTA/PTSA units. &lt;br&gt;Each council shall adopt such bylaws for its government as may be approved by the Minnesota PTA/PTSA. Only congress units may be members of a council. Councils shall not legislate for local units.&lt;br&gt;&lt;b&gt;#Section 2.&lt;/b&gt; The Minnesota PTA shall have authority to withdraw the charter of a defunct council. (See Article V, Section 22) &lt;b&gt;&lt;u&gt;  &lt;div align=&quot;center&quot;&gt;Article XIII - Fiscal Year&lt;/div&gt;&lt;/u&gt;&lt;/b&gt;&lt;u&gt;&lt;/u&gt;  The fiscal year of the Oak Hill Community School PTSA shall begin July 1 and end June 30. &lt;u&gt;  &lt;div align=&quot;center&quot;&gt;**&lt;b&gt;Article XIV - Parliamentary Authority&lt;/b&gt;&lt;/div&gt;&lt;/u&gt;  &lt;br&gt;The rules contained in the current edition of &lt;i&gt;Robert&amp;#39;s Rules of Order Newly Revised &lt;/i&gt;shall govern the National PTA and its constituent organizations in all cases in which they are applicable and in which they are not in conflict with these bylaws and the Bylaws of the National PTA, or the articles of incorporation. &lt;u&gt;&lt;b&gt;  &lt;div align=&quot;center&quot;&gt;Article XV - Amendments&lt;/div&gt;&lt;/b&gt;&lt;/u&gt;&lt;b&gt;  Section 1. &lt;/b&gt;These bylaws may be amended at any regular meeting of the Oak Hill Community School PTSA by a two-thirds vote of the members present and voting, provided that written notice of the proposed amendment shall have been given at least 30 (thirty) days prior to the meeting at which the amendment is voted upon and that the amendment shall be subject to approval of the State PTA. &lt;b&gt;  Section 2. &lt;/b&gt;A committee may be appointed to submit a revised set of bylaws as a substitute for the existing bylaws only by a majority vote at a meeting of the OHPTSA or by a two-thirds vote of the Executive Committee/Board. The requirements for adoption of a revised set of bylaws shall be the same as in the case of the amendment. &lt;b&gt;  Section 3. &lt;/b&gt;Submission of amendments or revised bylaws for approval by the State PTA shall be in accordance with the bylaws or regulations of the State PTA.&lt;br&gt;&lt;b&gt;**Section 4&lt;/b&gt;. The adoption of an amendment to any provision of the National PTA Bylaws identified by a double star shall serve automatically and without requirement of further action by the constituent organization to amend correspondingly the bylaws of each constituent organization. Notwithstanding the automatic character of the amending process, the constituent organization shall promptly incorporate such amendments in their respective bylaws. &lt;br&gt;&lt;b&gt;#Section 5&lt;/b&gt;. The adoption of an amendment to any provision of the Minnesota PTA Bylaws identified by a pound sign (#) shall serve automatically and without requirement of further action by the constituent organization to amend correspondingly the bylaws of each constituent organization.
