How to Join: Membership forms are handed out at the beginning of the year at the "Open House". Kindergarten families can fill out membership forms on the first day of school before or after conferencing with their child's teacher. Additional membership forms are sent home in the Acorn for those families that are unable to make it to the Open House.

For New Families: You can pick up membership forms in the office at any time during the school year.

This site is dedicated to getting you the information you need to support our school and give you the chance to have a role in shaping the future of our organization.

Note: Date Change - PTSA Meetings now held on Wednesdays!

Board meetings are held the 2nd Wednesday of each month at 2:30 P.M., in the Media Center. Everyone is invited and encouraged to attend.

At each meeting we will discuss upcoming events, the previous months minutes, current budget figures, fundraisers and any issues that are brought before the board by staff and administration. Board meetings are your chance to be heard and influence the way PTSA funds are used to benefit our Oak Hill Community School.

October 2009 Meeting Minutes

Oak Hill PTSA Board Meeting Minutes—submitted by Beth Donnelly, acting secretary
October 14, 2009
President Carissa Capistrant called to order the meeting at 2:30 pm in the Media Center.
Board members present: Joan Gossman, Carissa Capistrant, Shelley Meyer-Leabch, Beth Donnelly.

Administrator: Chris Blauer
PTSA members: Tamara Underwood
The September meeting minutes and Technology Committee meeting minutes were approved. The revised letter from the Technology Committee will be attached. TREASURER’S REPORT It was moved and seconded by Beth Donnelly and Shelley Leabch to approve the final Budget for 2009-10, with the exception that the Kindergarten class have an additional $300 allowed for the art experience this year. This experience already had a signed contract from last school year. TEACHER REPORT Guidelines provided to grade levels regarding PTSA funds would be helpful for each lead grade level teacher to allow appropriate allotment of their budget. Joan Gossman will work to get this included. ADMINISTRATOR REPORT Security issues were again reinforced. Parents are reminded to pick up in the front only. Individual school board members made visits to Oak Hill to speak with staff and administration about the possible move for Sixth Grade to South Junior High School. The decision will be made at the 10-22-09 meeting. PRESIDENT’S REPORT The Bike Rodeo will be rescheduled for next spring, possibly April. Planning needs to start soon for Last Blast Picnic. And final details for the evening PTSA meeting on 11-16-09 were discussed. Dr. Tammy Sulik will be speaking on temperaments and parenting. A review of PTSA activities, budget, and needs will start the meeting at 6:30 pm with Dr. Sulik’s talk beginning at 7:00 pm. Bingo for children will be provided. WAYS AND MEANS REPORT Chip Shoppe final numbers not back yet. Spirit wear vendor is close to sending out order forms. Dine for Donations continues to be supported well by the community. Smencil sales will continue. SECRETARY’S REPORT/ VOLUNTEER COORDINATOR REPORT All classes have room parents. There are 161 members paid, 45 are teachers/staff. List to be published in Acorn. The volunteer book is being kept at school. The volunteer coordinator position is still open. ACORN REPORT It has been requested by members of the board to publish a list again of paid PTSA members. Conservation of paper for flyers by local businesses participating in Dine for Donations was discussed. Currently two businesses require the flyer be brought in. For now, when able, the flyer will be part of the Acorn and families will need to cut the Acorn apart to access the flyer.
Carissa Capistrant adjourned the meeting at 3:37 pm.

Oak Hill PTSA Board Meeting w/Technology Committee Minutes

September 24, 2009

Carissa Capistrant called to order the meeting at 9:30am in the Media Center.

The following persons were present:

Board Members: Joan Gossman, Jana Gulati, Carissa Capistrant, Shelley Meyer-Leabch, Suzanne Steman

Administrators: Chris Blauer, Sara Nelson

Technology Committee Members: Linda Hollenkamp, Carol Ramler, Katie Christen, Roxy Plombon, Noel Kern Technology Committee’s Report Noel Kern handed out the Technology Committee’s August 19, 2009 meeting minutes, an updated fundraising letter, and an Agenda for the meeting with the PTSA Board. (See attached)

Roxy Plombon noted that they had added a clause in their fundraising letter that states that this will be above and beyond the regular fundraising for the PTSA. Their goal for 2009-2010 year is $11,000.

Noel Kern noted that they had found a printer who will print their flyers and garage sale signs for a lower cost.

The Technology Committee as a whole agreed that they would like to keep open communications between their committee and the PTSA Board. Everyone present agreed that open communication is best for the students and the school.

Linda Hollenkamp and Carol Ramler said they would be able to attend PTSA Board meetings as representatives of their committee. The committee also agreed that they would not be soliciting any businesses that the PTSA might use for their future fundraisers. Administrator’s Report Chris Blauer reminded everyone that the community does not support referendums for any technology. Miscellaneous Carissa Capistrant agreed to buy 11 cases of leftover pop from the Technology Committee to be used at our Fall Festival.

The Technology Committee made the request to send out their letter in October which would be between the Chip Shoppe and QSP fundraisers by the PTSA Board.

The PTSA Board met after this meeting was adjourned to discuss the Technology Committee’s fundraising letter.

Suzanne Steman made the motion that the Technology Committee’s fundraising letter could be sent out with the October 8, 2009 Acorn with the minor change of the number of SMART boards to be matched. Jana Gulati seconded the motion.

Oak Hill PTSA Meeting Minutes
September 16, 2009 Carissa Capistrant called to order the board meeting at 2:30pm in the Media Center.

The August 4, 2009 minutes were approved by Joan Gossman and seconded by Jana Gulati.
Treasurer’s Report
Final enrollment figures will be available on Sept 18th. The Final Budget will be approved at our October meeting once we have these figures.
Suzanne Steman made a motion to move money from our reserves to cover the budget. Shelley Meyer-Leabch seconded the motion.
Joan Gossman reported that the 6th Grade Team asked to keep the Grandparent Program budget at $3,000 and to zero out the Deep Portage budget.
Carissa Capistrant and Joan Gossman will be presenting our budget at the Oct 5th Oak Hill Staff Meeting.
Teacher’s Representative’s Report
Tina Piper reported that an e-mail was being sent to all staff per Suzanne Steman’s request asking for all PTSA forms to be turned in by Sept 18th. The e-mail also asked them to sign up for “Guest Scoopers” on Dine for Donation night at Cold Stone and/or work our Fall Festival on Sept 29th.
Tina Piper requested each grade to have a representative that the PTSA can contact with any grade-level related issues. Tina Piper will give us this list upon receipt.
Tina Piper had requested help from the PTSA to get a projector for one of this year’s new classrooms. However, Oak Hill staff were able to take care of this issue.
Administrator’s Report
Chris Blauer asked us to consider distributing the Acorn newsletter every other week instead of weekly. She stated that the office copier was tied up for approximately 30 minutes every week to print the newsletter as well as all the paper that was used. Joan Gossman stated that Oak Hill had tried to go paperless with the Acorn as well as printing every other week in the past and ended up going back to weekly because of complaints. It was determined that we will keep printing it weekly at this time.
　President’s Report
Shelley Meyer-Leabch made a motion to postpone the Technology Committee donation letter, set up a meeting between the Technology Committee and the PTSA Board to discuss their agenda, and to restructure the donation letter if the Board votes to send it out. Jana Gulati seconded the motion.
Bike Rodeo is scheduled for Oct 3rd 10-12. The Boy Scout troup will handle everything. The PTSA will sell refreshments at the event. Carissa Capistrant, Shelley Meyer-Leabch, Jana Gulati, and Suzanne Steman stated they would be able to handle the sales. Suzanne Steman made a motion to make a two-sided flyer for September 24th Acorn. One side will announce Fall Festival and the other will announce the Bike Rodeo. Suzanne Steman seconded the motion.
Carissa Capistrant reported that 13 games will be used and possibly two crafts. She asked for ideas, and Tina Piper suggested painting small pumpkins. Carissa Capistrant reported that the event will be outside unless poor weather. The venue will be determined on Sept 28th. The next Fall Festival Committee meeting will be Sept 22nd 12:30pm. Meeting place TBD.
Ways & Means Report
Shelley Meyer-Leabch reported that we have a Dine for Donation next Tues Sept 22nd at Cold Stone Creamery. We are to receive 15% on all sales that night including pre-orders of cakes. We are trying to get some staff to be “Guest Scoopers” to encourage kids to go see them.
Secretary’s Report
Suzanne Steman stated that as of today we had 127 memberships with 20 of them being staff. Suzanne also reported that we had 21 out of 40 classrooms with Room Parent volunteers.
Volunteer Coordinator’s Report
Carissa Capistrant stated that she and Suzanne Steman will cover this until someone takes on this position. Suzanne Steman had e-mailed two interested parties, and one person declined the offer. Carissa Capistrant asked Suzanne Steman to call the other party or give her contact information so that she may call her.
Acorn Editor’s Report
Beth Donnelly suggested printing the Fall Festival flyer within the text of the Acorn itself instead of a separate piece of paper. Carissa Capistrant stated that we will definitely do this for smaller events like Bingo night but not for the big Fall and Spring events.

June 2, 2009

Carissa Capistrant called to order the board meeting at 2:32pm in the Media Center.
The following persons were present:

The May 12, 2009 minutes were approved by Dina Kortuem and seconded by Roxanne Plombon.

Treasurer’s Report

6th Grade will not be doing the Deep Portage trip next year. Joan will be in contact with Dale Friese to discuss what they will do instead and the funding needs.
We did not need to touch the carryover this year.

Presidents’ Report

Noel said she would be willing to be in charge of our website but would be unable to attend the board meetings next school year.
Suzanne & Carissa said they could help and asked to be added as writers.
Suzanne reported that she had added our website link to the MN PTA website.

President-Elects’ Report

Carissa announced that board meetings would be the 2nd Wed of the month for the 2009-2010 school yr.
Keep the first week in August open for the first board meeting.
Joan made a motion to approve payment for gas and hotel costs for up to 4 people and 1 vehicle to attend the MN PTA Convention in August 2009. Molly seconded the motion.
2009 Last Blast Picnic was discussed. We made approx $4,700 on baskets. We received more cash donations this year. It was suggested to have the teachers take a survey of how many kids in their classroom attended to get rough attendance figure. Raffle committee ordered 100 extra packets. It was suggested for the PTSA to buy one big gift and no gift cards next year.
Suzanne reported that our By-Laws had been approved by the MN PTA.
Sept 1st the new PTSA Board will host a lunch at the Teacher Workshop in order to introduce ourselves to the entire staff..

Volunteer Coordinators’ Report

Dina announced that she is stepping down.
She reminded us to put volunteer forms in the Open House folders next fall.
She said she would be able to help some in the beginning of the school year.

Ways and Means Report

Roxanne is stepping down to join the Technology committee.
Both the QSP and Chip Shoppe contracts have been signed.

Teacher Representative’s Report

We should have guidelines explaining the budget to the teachers to avoid misunderstandings about carrying over last year’s funds

Listed the open staff positions and classroom numbers for next year.
Faye Bolin is coming back as the Academic Achievement Teacher for Oak Hill next year.
Ruth LeDuc is taking over the Orchestra position.
Oak Hill will be losing our 2 Behavior Interventionists but gaining an Assistant Principal.
Stephanie Wruck has accepted the position as the Autism Specialist and her office will be at Oak Hill.
Suzy Jansky wants all PTSA events listed on her Master Calendar.

Technology Committee

The Technology Committee was formed this year, as part of the PTSA, to pursue our goal of “Smart Classrooms.” Each Smart Classroom would have a SMART Board (an interactive white board), an AirLiner (a slate that allows you to interact wirelessly with the SMART Board) and a document camera (which is similar to an overhead projector but can scan both still or moving objects as well as two and three dimensional objects.)

A letter was sent out with every student on Wednesday kicking off our technology drive. We are very excited to work towards achieving this goal. With the help of our generous donors our money will go even farther. 100% of all donations received will go towards the purchase of technology in our children's classrooms.

About Us

Our Oak Hill PTSA is made up of caring parents and families, teachers, grandparents, community members, etc. who want the best education for our children. We are NOT a fundraising group. Although fundraising is one aspect of the PTSA, our main focus is to improve our children's well-being. We focus on what students need to be successful in their learning, including academic activities, proper nutrition, safety, and healthy environments.

PTSAs get results. More than 85 rigorous research studies conducted over 30 years show that kids do better when parents are involved. Grades are higher. Test scores improve. Attendance increases.
PTSAs keep parents informed. Involved parents can understand the challenges schools face and become part of the solution. PTSAs support education through active participation and advocacy.
PTSAs benefit everyone. Strong schools mean stronger communities. PTSA membership is open to anyone concerned with the education, health, and welfare of children.

OAK HILL COMMUNITY PTSA BYLAWS

Revised May 12, 2009

Article I - Name

The name of this association is the Oak Hill Community School Parent-Teacher-Student Association (OHPTSA), St. Cloud, Minnesota. It is the local unit organized under the authority of the Minnesota Congress of Parents, Teachers, and Students (the Minnesota PTSA), a branch of the National Congress of Parents and Teachers (the National PTA.)

**Article II - Articles of Organization

[For explanation of ** & #, see Article V Section 10]

The articles of organization of constituent organization include (a) the bylaws of such organization and (b) the certificate of incorporation or articles of incorporation of such organization (in cases in which the organization is a corporation) or the articles of association by whatever name (in cases in which the organization exists as an unincorporated association).
** ARTICLE III - PURPOSES
Section 1. The Purposes of the Oak Hill Community School PTSA in common with those of the National PTA and the Minnesota PTSA are:
To promote the welfare of children and youth in home, school, community, and place of worship.
To raise the standards of home life.
To secure adequate laws for the care and protection of children and youth.
To bring into closer relation the home and the school, that parents and teachers may cooperate intelligently in the education of children and youth.
To develop between educators and the general public such united efforts as will secure for all children and youth the highest advantages in physical, mental, social, and spiritual education. Section 2. The Purposes of the National PTA, the Minnesota PTSA, and the Oak Hill Community School PTSA are promoted through advocacy and educational programs directed toward parents, teachers, and the general public; are developed through conferences, committees, projects and programs; and are governed and qualified by the basic policies set forth in Article IV. Section 3. The organization is organized exclusively for the charitable, scientific, literary, or educational purposes within the meaning of Section 501(C) (3) of the Internal Revenue Code or corresponding Section of any future Federal tax code (hereinafter "Internal Revenue Code")
　
** ARTICLE IV - BASIC POLICIES
The following are basic policies of the Oak Hill Community School PTSA in common with those of the National PTA and the Minnesota PTSA:
The organization shall be noncommercial, nonsectarian, and nonpartisan.
The organization shall work to promote the health and welfare of children and youth and shall seek to promote collaboration between parents, schools, and the community at large.
The organization or members in their official capacities shall not--directly or indirectly--participate or intervene (in any way, including the publishing or distributing of statements) in any political campaign on behalf of, or in opposition to, any candidate for public office; or devote more than an insubstantial part of their activities to attempting to influence legislation by propaganda or otherwise.
The organization shall work with the schools to provide quality education for all children and youth and shall seek to participate in the decision-making process establishing school policy, recognizing that the legal responsibility to make decisions has been delegated by the people to boards of education, state education authorities, and local education authorities.
The organization shall not enter into membership with other organizations except such international or national organizations as may be approved by the National PTA Board of Directors. The Minnesota PTSA or any of its divisions may cooperate with other organizations and agencies concerned with child welfare, but a PTA/PTSA representative shall make no commitments that bind the group that he/she represents.
No part of the net earnings of the organization shall inure to the benefit of, or be distributable to its members, directors, trustees, officers or other private persons except that the organization shall be authorized and empowered to pay reasonable compensation for services rendered and to make payments and distributions in furtherance of the purposes set forth in Article III hereof.
Notwithstanding any other provision of these articles, the organization shall not carry on any other activities not permitted to be carried on (i) by an organization exempt from Federal income tax under Section 501 (c) (3) of the Internal Revenue Code, or (ii) by an organization, contributions to which are deductible under Section 170 (C) (2) of the Internal Revenue Code.
Upon the dissolution of this organization, after paying or adequately providing for the debts and obligations of the organization, the remaining assets shall be distributed to one or more non-profit funds, foundations, or organizations which have established their tax exempt status under Section 501 (C) (3) of the Internal Revenue Code.

　

ARTICLE V - RELATIONSHIP WITH STATE AND NATIONAL

** Section 1. This PTSA shall be organized and chartered under the authority of the Minnesota PTSA in the area in which the local PTSA functions, in conformity with such rules and regulations, not in conflict with the National PTA Bylaws, as the Minnesota PTSA may in its bylaws prescribe. The Minnesota PTSA shall issue to this PTSA an appropriate charter evidencing the due organization and good standing of this PTSA.
A local PTSA in good standing is one which:
Adheres to the Purposes and basic policies of the PTA;
Remits the national portion of the dues through the state PTSA to reach the national office by dates designated by the National PTA;
Has bylaws approved according to the procedures of each state; and
Meets other criteria as may be prescribed by the individual state PTSA. (See State Bylaws, Article VI, section 13) # Section 2. A local unit not meeting any part of the criteria stated in Article V, section 1 may be considered a unit not in good standing by the Minnesota PTSA, and may be subject to withdrawal of its charter. ** Section 3. This PTSA shall adopt such bylaws for the government of the organization as may be approved by the Minnesota PTSA. Such bylaws shall not be in conflict with the Bylaws of the National PTA or the bylaws of the Minnesota PTSA. ** Section 4. This PTSA shall keep such permanent books of account and records as shall be sufficient to establish the items of gross income, receipts, and disbursements of the organization including, specifically, the number of its members, the dues collected from its members, and the amounts of dues remitted to the Minnesota PTSA. Such books of account and records shall at all reasonable times be open to inspection by an authorized representative of the Minnesota PTSA or, where directed by the committee on State and National relationships, by a duly authorized representative of the National PTA. ** Section 5. The charter of this PTSA shall be subject to withdrawal and the status of such organization as a PTSA unit shall be subject to termination, in the manner and under the circumstances provided in the bylaws of the Minnesota PTSA. (See State Bylaws, Article VI, section 17 and Article XVIII, Section 5). ** Section 6. This local PTSA is obligated, upon withdrawal of its charter by the Minnesota PTSA:

To yield up and surrender all of its books and records and all of its assets and property to the Minnesota PTSA or to such agency as may be designated by the Minnesota PTSA, or to another local PTA/PTSA organized under the authority of the Minnesota PTSA;
To cease and desist from the further use of any name that implies or connotes association with the National PTA or the Minnesota PTSA or status as a constituent organization of the National PTA; and
To carry out promptly, under the supervision and direction of the Minnesota PTSA all proceedings necessary or desirable for the purpose of dissolving such local PTA. ** Section 7. This PTSA shall collect dues from its members and shall remit a portion of such dues to the Minnesota PTSA as provided in Article VI, Section 6.. ** Section 8. Only members of a local PTA/PTSA who have paid dues for the current membership year may participate in the business of that association. ** Section 9. The members of the nominating committee for officers of a constituent organization shall be elected by the membership, Board of Directors/Managers, Executive Board, or Executive Committee. ** Section 10. Each local PTA/PTSA shall include in its bylaws provisions of the bylaws of the National PTA (double star **) and the Minnesota PTSA (Pound sign #). # Section 11. Local PTA/PTSA units must have a minimum of twenty (20) paid memberships to remain a branch of the Minnesota PTSA and the National PTA. # Section 12. Local PTA/PTSA units shall elect officers for the following school year and submit their names to the Minnesota PTSA Office before June 15. # Section 13. A local PTA/PTSA may disaffiliate or dissolve from the Minnesota PTSA and National PTA and conclude its business in the following manner:
The Executive Committee or other body that, under its bylaws manages the business of the local PTA/PTSA shall adopt a resolution recommending that the local PTA/PTSA be dissolved and directing that the question of such dissolution be submitted to a vote at a special meeting of members having voting rights. Written or printed notice stating that the purpose of such meeting is to consider the advisability of dissolving the local PTA/PTSA shall be given thirty (30) days prior to the date of such meeting.
Written notice of the adoption of such resolution, accompanied by a copy of the notice of the special meeting of members, shall be given to the president of the Minnesota PTSA at least twenty (20) days before the date fixed for such special meeting of the members.
Only those persons who were members in good standing of the local PTA/PTSA on the date of the adoption of the resolution and who continue to be members in good standing on the date of the special meeting shall be entitled to vote on the question of dissolution.
Approval of dissolution of the local PTA/PTSA shall require the affirmative vote of at least two-thirds of the members present and entitled to vote at the special meeting. The required quorum is that established by the local unit bylaws.
Immediately upon adoption of a motion to disaffiliate or dissolve, the unit shall cease to be a PTA/PTSA. The Minnesota PTSA shall act immediately to withdraw the unit charter and the unit shall proceed to conclude its business according to charter withdrawal provisions in Article V, sections 5 and 6. # Section 14. The Minnesota PTSA shall have the authority to withdraw the charter of a defunct local unit or council. # Section 15. The Executive Committee (of the Minnesota PTSA) shall have the authority to withdraw the charter of a local unit or council which has not acted to dissolve or disaffiliate but which has become defunct. A local unit or council shall be considered to be defunct when all of the following occur:
No dues have been submitted to the Minnesota PTSA for a period of at least 18 calendar months despite requests and reminders
For a period of at least one year, there has been no president or vice-president or president-elect with whom the PTSA office is able to establish contact
There has been no official meeting of the unit or council for at least 18 months
There is no body of PTA/PTSA members belonging to that unit or council who can legitimately be seen to be acting on its behalf in order to follow the usual dissolution or disaffiliation process.
When a local unit or council seems to be defunct, the Executive Committee shall take such steps as it deems appropriate to verify the status of the unit or council. If the committee determines that the unit or council is, in fact, defunct, it shall proceed to withdraw the charter and conclude its business in the prescribed manner (See State Bylaws, Article XVIII, Section 5.)
ARTICLE VI - MEMBERSHIP AND DUES

** Section 1. Every individual who is a member of this PTSA is, by virtue of that fact, a member of the National PTA and of the Minnesota PTSA by which such local PTSA is chartered and is entitled to all the benefits of such membership. ** Section 2. Membership in PTSA shall be open, without discrimination, to anyone who believes in and supports the mission and purposes of National PTA. ** Section 3. This PTSA shall conduct an annual enrollment of members but may admit persons to membership at any time. ** Section 4. Each member of this PTSA shall pay annual dues as may be determined by the organization. The amount of dues shall include the portion payable to the state PTSA as determined by the state, and the portion payable to the National PTA as recommended by the board of directors and approved by a two-thirds (2/3) majority of the voting body at the National PTA Annual Convention. ** Section 5. Changes in the amount of the state portion of each member’s dues shall be recommended by the board of directors and approved by a two-thirds (2/3) majority of the voting body at the Minnesota PTSA Annual Convention.
** Section 6. The state and national portions of the dues paid by each member of a local PTA/PTSA shall be set aside by the local PTA/PTSA and remitted to the Minnesota PTSA on a monthly basis. # Section 7. The Oak Hill Community School PTSA membership, in conjunction with the Minnesota PTSA membership year extends from July 1 through June 30. Local units shall establish their own membership year.
Article VII - Officers and Their Election
**Section 1. Each officer of the Oak Hill Community School PTSA shall be a member of the Oak Hill Community School PTSA. Section 2. Officers and their election.
(a) The officers of the Oak Hill Community School PTSA shall consist of the president, vice president, secretary, and treasurer. If there are no candidates that come forward for these offices, the Executive Board shall appoint qualified individuals.
(b) Officers shall be elected by ballot in the month of April. However, if there is but one nominee for any office, election for that office may be by voice vote.
(c) Officers shall serve one year terms, commencing on July 1, not to exceed two (2) consecutive terms in the same office.
(d) To be eligible to be president, the nominee shall have served the prior year as an Executive Committee/Board member (in any position). Exceptions shall be approved by a majority of the Executive Committee/Board.
(e) Upon taking office, all necessary name changes will be made for the incoming officer. Outgoing officers shall act in an advisory capacity for the incoming officers for the following six months. Specifically, the outgoing officers shall be available to assist the incoming officers with any matters pertaining to those offices as need be. The term of the advisory officer may be extended through mutual agreement of the officers in question.
(f) The only exception that may be made to the two-year maximum term for officers would be if no candidates are found to fill a position. In that event, if the incumbent agrees to continue in his or her office, the Executive Board may appoint the incumbent to continue in the office for an additional term.
(g) If a member of the Executive Board fails to fulfill their duties, follow prescribed timelines, perform in an ethical manner or puts Oak Hill Community School PTSA or Oak Hill Community School in a compromising situation, a special PTSA Executive Board meeting will be called by the president. This meeting can be requested with the approval of a quorum of the Executive Board. Following discussion, a vote will be taken at this meeting to determine whether or not to give formal notice to the board member in question that they are not fulfilling their duties. This vote shall require the affirmative vote of at least two-thirds of the members present. An action plan will then be developed by the Executive Board present which will define the concerns and establish the goals and timelines needed to be met by the board member in question according to the format established in Attachment "A" to these bylaws. The board member in question will then have 30 days to meet the goals identified on the action plan developed by the Board. At the end of the 30-day period, if the goals of the action plan are not met, the board member will be terminated from their position, and the Executive Board will appoint a new person to fill the position for the remainder of the term. Section 3. Nominating Committee.
a. There shall be a nominating committee composed of three (3) members who shall be elected by the Oak Hill Community School PTSA at a regular meeting no later than February 1. The committee shall elect its own chairperson.
b. The nominating committee shall nominate an eligible person for each office to be filled and report its nominees at the regular meeting in March, at which time additional nominations may be made from the floor.
c. Only those persons who have signified their consent to serve, if elected, shall be nominated for or elected to such office.
d. A nominating committee shall be formed by February 1. Section 4. Vacancies. A vacancy occurring in any office shall be filled for the unexpired term by a person elected by a majority vote of the Executive Committee/Board, notice of such election having been given. In case a vacancy occurs in the office of president, the vice president shall serve notice of the election.
Article VIII - Duties of Officers
Section 1. The president shall preside at all meetings of the Oak Hill Community School PTSA and of the Executive Committee/Board;
shall perform other such duties as may be prescribed in these bylaws or assigned to him/her by the Oak Hill Community School PTSA or by the Executive Committee/Board;
shall be a member ex-officio of all committees except the nominating committee;
shall coordinate the work of the officers and committees of the Oak Hill Community School PTSA in order that the Purposes may be promoted; and promote Oak Hill Community School PTSA leadership and programs. Section 2. The vice president shall act as an aide to the president and shall work closely with the president in all of the president's duties.
The vice president shall perform the duties of the president in the absence or inability of that officer to act. Section 3. The secretary shall record the minutes of all of the meetings of the Oak Hill Community School PTSA and of the Executive Committee/Board;
shall have a current copy of the bylaws;
shall maintain a membership list;
and shall perform other such duties as may be delegated to her/him. Section 4. The treasurer shall have custody of all of the funds of the Oak Hill Community School PTSA;
shall keep a full and accurate account of receipts and expenditures; and, in accordance with the budget adopted by the Oak Hill Community School PTSA,
shall make disbursements as authorized by the president, Executive Committee/Board, or Oak Hill Community School PTSA. Checks shall be issued and signed by the treasurer for all properly approved check requests.
The treasurer shall present a financial statement at every meeting of the association and at other times when requested by the Executive Committee/Board and shall make a full report at the meeting at which new officers officially assume their duties.
The treasurer shall be responsible for the maintenance of such books of account and records as conform to the requirements of Article V, Section 7, of these bylaws.
The treasurer will also be responsible for obtaining any necessary fundraising licenses and filing the required reports with the licensing agency. All records should be passed on to the succeeding treasurer with a minimum balance as indicated in the treasurer’s handbook, in the account.
The treasurer shall be required to submit an annual financial report on or before July 1. The Executive Board has the option to request an annual audit of treasurer's accounts. Section 5. All officers shall perform the duties outlined in these bylaws and those assigned from time to time. Upon the expiration of the term of office or in case of resignation, each officer shall turn over to the president, within seven (7) days, all records, books, and other materials pertaining to the office, and shall return to the treasurer, within seven (7) days delay, all funds pertaining to the office.
Article IX - Executive Committee/Board
Section 1. The Executive Committee/Board shall consist of the officers of the Oak Hill Community School PTSA, the principal of the school, teacher representative, Volunteer Coordinator(s), the Ways and Means chairperson(s), and Acorn Editor. The teacher representative shall be chosen by the Oak Hill teachers to act as a liaison between the OHPTSA and Oak Hill teachers. He/she will work jointly with the Executive Board and team leaders to achieve greater teacher involvement in the PTSA.
The Ways and Means committee chairperson(s) shall be appointed by the officers of the OHPTSA. He/she will act as chairperson over the various committees organized to raise funds for the OHPTSA; explore opportunities for fundraising and make recommendations to the Executive Board; and will co-sign with the incoming President and Principal all fundraising contracts and will maintain updated copies of all contracts. He/she will take an active role as a member of the Executive Board and will perform other duties as may be delegated to him/her.
The Volunteer Coordinator(s) shall be appointed by the officers of the OHPTSA. He/she will compile lists of parent volunteers for the various activities, provide those lists to the activities chairpersons, and report volunteer hours at the end of the school year. He/she will meet with the activities chairpersons to deliver the folders for their events and will explain the procedures for submitting check requests to the treasurer and completing the report at the end of the event. The Volunteer Coordinator(s) will also follow up with the activities chairpersons to be sure that the folders are turned in at the end of the event. He/she will take an active role as a member of the Executive Board and will perform other duties as may be delegated to him/her. Section 2. The duties of the Executive Committee/Board shall be:
(a) to transact necessary business in the intervals between association meetings and such other business as may be referred to it by the Oak Hill Community School PTSA;
(b) to create standing and special committees;
(c) to approve the plans of work of the standing committee(s);
(d) to present a report at the regular meetings of the Oak Hill Community School PTSA;
(e) to select, if necessary, an auditing committee to audit the treasurer's accounts;
(f) to form a budget committee consisting of past treasurer, current treasurer, Principal, and other interested persons;
(g) to prepare and submit to the association for adoption a budget for the year;
(h) to approve routine bills within the limits of the budget; and
(i). to perform other duties as determined by the Oak Hill Community School PTSA bylaws and as needs arise. **Section 3. A PTSA member shall not serve as a voting member of a constituent organization’s board at the local, council district, region, state or national level while serving as a paid employee of, or under contract to, that constituent organization. Section 4. At least eight (8) regular meetings of the Executive Committee/Board shall be held during the year, the time to be fixed by the committee at its first meeting of the year. A majority of the Executive Committee/Board members shall constitute a quorum. Executive Board meetings shall be open to all interested attendees, but only Executive Board members shall be eligible to vote. Special meetings of the Executive Committee/Board may be called by the president or by a majority of the members of the board. Section 5. Proxy voting shall not be allowed by the Minnesota PTA/PTSA or any of its constituent organizations.
Article X – Regular Meetings
Section 1. At least one (1) regular (non-Executive Committee/Board) meeting of the Oak Hill Community School PTSA shall be held during the school year. Dates of meetings shall be determined by the Executive Committee/Board and announced at the first Executive Board meeting of the year. Section 2. Special meetings of the Oak Hill Community School PTSA may be called by the president or by a majority of the Executive Committee Board, seven (7) days' notice having been given. Section 3. Only Oak Hill Community School PTSA members shall be eligible to vote at regular meetings. Section 4. Four (4) Oak Hill Community School PTSA members in attendance shall constitute a quorum for the transaction of business in any general meeting of the Oak Hill Community School PTSA. #Section 5. Proxy voting shall not be allowed by the Minnesota PTA/PTSA or any of its constituent organizations.
Article XI - Committees
Section 1. Only members of the Oak Hill Community School PTSA shall be eligible to serve in any elective or appointive position. Section 2. The Executive Committee/Board may create such standing committees as it may deem necessary to promote the objectives and carry on the work of the Oak Hill Community School PTSA. The term of each chairperson shall be one year or until the selection of a successor. Section 3. The chairperson of each standing committee shall present a plan of work to the Executive Committee/Board for approval. No major committee work shall be undertaken without the consent of the Executive Committee/Board.
Section 4. The power to form special committees and appoint their members rests with the Oak Hill Community School PTSA and the Executive Committee/Board. Section 5. The president and vice president shall be members ex-officio of all committees except the nominating committee. Section 6. Chair people of such functions will be responsible for presenting an updated report to the Executive Board at the close of their event. The chairperson will have two weeks after the event to prepare this report, and their report must be submitted at the next Executive Board meeting.
Article XII - Council Organizations
#Section 1. Where there are three or more units within a school district, county or city, or in close proximity, these units may be authorized by the Minnesota PTA/PTSA to organize into councils for the purpose of conference, leadership training and coordination of the efforts of the local PTA/PTSA units.
Each council shall adopt such bylaws for its government as may be approved by the Minnesota PTA/PTSA. Only congress units may be members of a council. Councils shall not legislate for local units.
#Section 2. The Minnesota PTA shall have authority to withdraw the charter of a defunct council. (See Article V, Section 22)
Article XIII - Fiscal Year
The fiscal year of the Oak Hill Community School PTSA shall begin July 1 and end June 30.

**Article XIV - Parliamentary Authority

The rules contained in the current edition of Robert's Rules of Order Newly Revised shall govern the National PTA and its constituent organizations in all cases in which they are applicable and in which they are not in conflict with these bylaws and the Bylaws of the National PTA, or the articles of incorporation.
Article XV - Amendments
Section 1. These bylaws may be amended at any regular meeting of the Oak Hill Community School PTSA by a two-thirds vote of the members present and voting, provided that written notice of the proposed amendment shall have been given at least 30 (thirty) days prior to the meeting at which the amendment is voted upon and that the amendment shall be subject to approval of the State PTA. Section 2. A committee may be appointed to submit a revised set of bylaws as a substitute for the existing bylaws only by a majority vote at a meeting of the OHPTSA or by a two-thirds vote of the Executive Committee/Board. The requirements for adoption of a revised set of bylaws shall be the same as in the case of the amendment. Section 3. Submission of amendments or revised bylaws for approval by the State PTA shall be in accordance with the bylaws or regulations of the State PTA.
**Section 4. The adoption of an amendment to any provision of the National PTA Bylaws identified by a double star shall serve automatically and without requirement of further action by the constituent organization to amend correspondingly the bylaws of each constituent organization. Notwithstanding the automatic character of the amending process, the constituent organization shall promptly incorporate such amendments in their respective bylaws.

October 2009 Meeting Minutes

September 24, 2009

Carissa Capistrant called to order the meeting at 9:30am in the Media Center.

The following persons were present:

Board Members: Joan Gossman, Jana Gulati, Carissa Capistrant, Shelley Meyer-Leabch, Suzanne Steman

Administrators: Chris Blauer, Sara Nelson

Roxy Plombon noted that they had added a clause in their fundraising letter that states that this will be above and beyond the regular fundraising for the PTSA. Their goal for 2009-2010 year is $11,000.

Noel Kern noted that they had found a printer who will print their flyers and garage sale signs for a lower cost.

The Technology Committee as a whole agreed that they would like to keep open communications between their committee and the PTSA Board. Everyone present agreed that open communication is best for the students and the school.

The Technology Committee made the request to send out their letter in October which would be between the Chip Shoppe and QSP fundraisers by the PTSA Board.

The PTSA Board met after this meeting was adjourned to discuss the Technology Committee’s fundraising letter.

Suzanne Steman made the motion that the Technology Committee’s fundraising letter could be sent out with the October 8, 2009 Acorn with the minor change of the number of SMART boards to be matched. Jana Gulati seconded the motion.
